Gene Rally is a racing game that allows you to race on a number of different tracks against other humans or against the computer. Gene Rally also gives you the ability to create your own tracks. Very small download and a very addictive game!
Really fun game. it looks pretty bad at first glance, but for ~3mb freeware game, it is the best i've seen. It is very addicgting, and comes with a full fledges track editor, and there is an unofficial car editor that is also downloadable. you can race alone, or up against 5 AI, or sit back and watch up to 6 AI racers battle it out against each other.
